Vacancy (Full or Part Time) for Clerk to the Parish Council


Due to the planned retirement of the current Clerk Ashwell Parish Council is looking to recruit an enthusiastic and reliable person to carry out the duties of Clerk in support of the Parish Council and its Councillors.


The role is currently fulfilled on a part time salaried (plus pension) basis over 20 hours per week, but the exact duration and basis of the role (salaried or freelance) is open to discussion. The vacancy could either be filled as a full time appointment or on a part time basis with one or more Deputies recruited to support the Clerk.


The role is extremely varied, detailed, and wide ranging, including:

  • Engagement and advice to Parishioners about the public services that the Village benefits from, and liaising with the District and County Councillors as appropriate.
  • Liaising with the Community and District Council on Planning matters.
  • Premises management and working with suppliers and contractors as well as user groups and volunteers.
  • Preparing draft agendas and taking & drafting minutes of Parish Council meetings.
  • Supervising 2-3 part time staff.
  • Working with Parish Councillors in preparation of an annual Budget.
  • Overseeing the processing of invoices and salaries and liaising with Auditors as necessary (which is currently contracted out to a local bookkeeper).
  • Other tasks as occur from time to time.


The candidate should have a good level of education and be computer literate. The successful candidate should have good interpersonal skills and be confident in dealing with members of the public. They should be able to work independently in a methodical way but also be comfortable with handling the unexpected.


There will be a need to attend one (very occasionally two) monthly evening meetings and the very occasional weekend meeting.


Candidates are likely to have had previous office experience. Experience of the public sector and/or familiarity with how local government operates would be advantageous. The successful candidate will be offered the opportunity of appropriate training and there may also be the opportunity of working towards the CiLCA qualification.


*There will be a six-month probationary period. Following a successful probationary period the salary (or freelance remuneration) would be reviewed in line with NALC (National Association of Local Councils) pay scales and other benefits including pension provision etc. During the probationary period more hours may be available to cover holiday, sickness or special events. As the Parish Council is considering taking on other management responsibilities in the village, there may be the opportunity to increase the hours of work.
